MCA Lobbies for Increased Insurance Discounts for Metal Roofs in Florida

The Metal Construction Association (MCA) is entering into an agreement with a lobbying firm to advocate for changes in the Florida State Insurance Commission’s criteria for homeowners to qualify for larger discounts on their insurance policies.

This initiative is part of our ongoing efforts to promote the use of resilient building materials, particularly metal roofing, which has proven to be highly effective in mitigating storm damage.

The primary focus of this lobbying effort is the Uniform Mitigation Verification Inspection Form, form OIR-B1-1802, which is known as Form 1802 (or the 1802 Form). It is a form used to verify windstorm mitigation features so that Florida insurance policyholders can get the discounts they’re entitled to when their home's construction helps mitigate risk.

By targeting Form 1802, we aim to secure larger premium discounts for homeowners who choose to use metal roofing. Actuarial tables could enable deeper insurance discounts by demonstrating metal roof's significant reduction in risk of damage. We are also proposing the form be update to consider factors such as edge metal attachment, the condition of the roof, and the age of the materials.

The asphalt industry fought this change at a February 21 hearing in Florida. In MCA’s written response, MCA Technical Director Bob Zabcik addressed the commenters’ specific claims, clarifying the science behind poststorm data collection and the research on how metal roofs outperform shingle roofs in extreme weather events.

More than Florida at Stake

The decision Florida makes is likely to set off a domino effect with far-reaching consequences.

If Florida adopts the proposed criteria for increased insurance discounts for metal roofing, other southeastern states are likely to follow, including large states like Texas.

Growth can continued well beyond the southeast, as indicated by Montana House Bill 126 (which would encourage discounts for homeowners who implement fire and wind mitigation measures) and Colorado House Bill 1182 (which would require insurance companies to consider property owners' fire mitigation efforts and to be transparent about discounts for mitigation).

The devastation caused by the most recent round of wildfires in California also put a spotlight on fire-resistance building materials, making that state ripe for incentivize risk mitigation in building.

MCA Asks Trump to Exempt Building Materials from New Tariffs

MCA has signed on to a letter asking that President Trump exempt building materials from recently enacted tariffs. The letter points out that the tariffs will undermine the administration's stated goal of increasing affordable housing.

The US housing crisis is so severe that President Trump's first day in office including the signing of an executive order seeking increased housing supply and affordability. It does on to explain that 25% tariffs on Canadian and Mexican goods will undermine efforts for affordable housing since nearly 25% of building materials that are used in the US come from Mexico or Canada.

The tariffs will worsen an existing problem. Prices were already rising. "Since January 2021, inputs to residential construction saw price increases of just over 30%. These higher costs ultimately are passed on to homebuyers and renters in the form of increased housing prices," the letter explains
